Dr. Hopkins serves as the Provost and Chief Operating Officer (COO) of the Touro University California (TUC) campus located on historic Mare Island. The campus is part of the Touro College and University System, an international, Jewish sponsored network of independent nonprofit institutions of higher and professional education. TUC offers accredited graduate programs in Osteopathic Medicine, Pharmacy, Physician Assistant Studies, Public Health, and Education, and is exploring the feasibility of new programs in Nursing. Current student enrollment is just under 1,500 students.
As Provost and COO, Dr. Hopkins provides leadership to institutional assessment and comprehensive strategic planning. With the recent purchase of 44 acres on Mare Island, Dr. Hopkins is directly involved in the preparation of a master plan which will guide development of physical facilities and more effective space utilization to support academic programs. She is creating a campus infrastructure to support research, grant-writing and publication opportunities for faculty and students and works closely with academic deans to recruit and retain talented, diverse faculty. Dr. Hopkins provides oversight to university advancement, which includes public affairs, fundraising, and alumni relations, as well as the university Library, Office of Information Technology, and Office of Human Resources. As Provost/COO, Dr. Hopkins works with the university Chief Financial Officer (CFO) and Senior Provost/CEO to prepare annual operating and capital budgets for the campus and administer allocation of funds according to guidelines from Touro College.
Prior to her appointment as Provost/COO on October 1, 2009, Dr. Hopkins was the Dean for the College of Health and Human Services at California State University, Sacramento. The College had undergraduate and graduate programs in Criminal Justice, Kinesiology and Health Science, Nursing, Physical Therapy, Recreation, Parks and Tourism Administration, Social Work, and Speech Pathology and Audiology. Dr. Hopkins has more than 35 years administrative and teaching experience in higher education, and is also a licensed Registered Nurse.
Dr. Hopkins earned her doctoral degree at the University of California, San Francisco and was invited to participate in a National Leadership Forum sponsored by the Office of Women in Higher Education with the American Council on Education. She was selected for the Summer Institute for Women in Higher Education at Bryn Mawr College in Pennsylvania and graduated from the Management Development Program at Harvard Graduate School of Education. Dr. Hopkins received multi-year grant funding from the Stuart Foundation and the Corporation for National Service America Reads program to support interdisciplinary community interventions and research with at risk youth and families. Since moving to Solano County, Dr. Hopkins represents Touro University with the Solano County Economic Development Corporation and the Economic Development Committee and Mare Island Sub-Committee of the Vallejo Chamber of Commerce. She also serves on the Board for the Northern California chapter of the Office of Women in Higher Education associated with the American Council on Education.
