Education Specialist Teaching Credential Preliminary (Level I)
Touro University offers the Education Specialist Teaching Credential Preliminary (Level I) in Mild/Moderate Disabilities and/or Moderate/Severe Disabilities.
EDU 770: Educational Psychology & Classroom Management 3 units
EDU 771: Teaching Diverse Learners 3 units
EDU 772: Elementary Literacy & Planning Instruction 3 units
Teacher Candidates are Intern Eligible after completing these 3 introductory courses (with CBEST, US Constitution, and Subject Matter Competence)
EDU 718: Inclusive School Environments for all Learners 3 units
SEPS 701: Special Education Students, Classrooms and Programs 3 units
SEPS 791: Positive Behavior Supports 3 units

SEPS 792: Assessment and the IEP Process 3 units

Requirements for an Education Specialist PreliminaryTeaching Credential
The teacher candidate provides all documents necessary to verify completion of requirements. The Touro University College of Education recommends the candidate for a credential. The California Commission on Teacher Credentialing (CCTC) issues the preliminary credential, valid for five years. Students must complete a Clear Credential (Level II) program during that time period.
Prior to admission to Touros Education Specialist Preliminary Credential Program:
Complete a baccalaureate or higher degree from a regionally
accredited college or university.
Prior to supervised teaching (student teaching or intern teaching):
Pass California Basic Educational Skills Test (CBEST).
Show competency in the principles of the U.S. Constitution.
Options include completing a course or passing an exam given by
a regionally accredited college or university in the provisions
and principles of the U.S. Constitution, with a grade of C or
higher.
Verify subject matter knowledge. Options include passing the
California Standards Examination for Teachers (CSET) or
securing a letter from a university verifying completion of a
CCTC-approved subject matter program.
Verify negative results of tuberculosis (TB) examination
Prior to filing for credential:
Pass Reading Instruction Competence Assessment (RICA)
Complete exit interview with advisor after completing
Preliminary Credential requirements.

Level II
The College of Education offers the Education Specialist Professional Level II Credential in Mild/Moderate Disabilities and/or Moderate/Severe Disabilities. Students must hold a valid Level I credential to enter Level II. The Level II credential is 11 units. Students can complete a Masters of Arts with an Emphasis in Education in conjunction with or after completing Level II. Courses for Level II are listed below:

(1)All Education Specialist students need to show subject matter proficiency (waiver or CSET) before taking SEPS 704 and they must pass RICA before filing for their Level I credential.
(2)All Education Specialist students need to show subject matter proficiency (waiver or CSET) before taking SEPS 705 and they must pass RICA before filing for their Level I credential.
(3)All Education Specialist students need to show subject matter proficiency (waiver or CSET) before taking SEPS 706 and they must pass RICA before filing for their Level I credential.
(4)SEPS 707 must be taken first for Level II and other Level II courses cannot be taken concurrently with this course.
(5)SEPS 712 must be taken last for Level II and all other Level II course work must be completed before taking this course.
*Level I is the preliminary Education Specialist Credential. Students need to complete Level II for their clear Education Specialist Credential.
*All Level I Education Specialist Credential students need to complete a course or pass a test that includes detailed study of the U.S. Constitution, or have completed an undergraduate degree from a CSU.
